GEG Reform — Gebäudemodernisierungsgesetz (GModG) 2026

The Gebäudemodernisierungsgesetz 2026 abolished the central element of the 2023 Heizungsgesetz: the mandatory 65% renewable energy share for heating replacements. The Merz coalition government argued the reform restored technology neutrality and relieved citizens of €5.1 billion annually; the Greens and Die Linke warned of a fossil heating cost trap and constitutional violations. This graph structures that argument: government claims and opposition positions, each linked to its source in BT-Drs. 21/6278 and 21/7009.

Contested claims

Each pair shows a claim and the documented challenge to it — both linked to their primary-source Drucksachen.

Claim

Citizens gain a net annual relief of approximately €5.1 billion — confirmed by the Normenkontrollrat (NKR); industry is relieved of approximately €2.5 billion per year.

Response

Abolishing the 65% renewables mandate drives millions of people into a fossil heating cost trap — households now installing gas or oil heating will face rising CO₂ costs long term.

BT-Drs. 21/7009 p.167
Claim

Newly installed gas and oil heating systems must use at least 10% biofuel from 1 January 2029, rising to 15% (2030), 30% (2035), 60% (2040), and 100% climate-neutral fuels from 2045.

Response

A single-family home would need half a football field of agricultural land to produce the required biofuel — the Bio-Staircase is therefore simply not scalable.

Response

The GModG is a deceptive package and a cost trap: where the biofuels for the Bio-Staircase are supposed to come from is completely unanswered; the coalition is shifting the supply risk onto citizens.

§ 42 provides a technology-neutral catalogue of all heating options, creating openness for innovation — gas, oil, heat pumps, district heating, and biomass remain equally permitted.

Response

The 2023 GEG was already a better law that — unlike the GModG — protected the climate in a constitutionally compliant way. Multiple expert witnesses raised serious constitutional concerns about the GModG.

BT-Drs. 21/7009 p.167
Claim

The heating and buildings sector is one of the biggest challenges for climate protection and is responsible for one-third of Germany's greenhouse gas emissions; rolling back the renewables mandate is climatically irresponsible.
